It is... condoms are free. Tampons are charged and taxed, and that isn't even a choice.
Yes, I think there should be some available at schools etc, for those who need them. Most won't ask, unless they really have to.

They are available in schools, they have been for a while now. I think one of the manufacturers fund it.

We're not allowed to give out tampons though.

There is a choice about using sanitary towels and tampons - my wife and daughters have used mooncups for years, although I do agree with the abolition of the 5% VAT.

No, so it's good there are alternatives. My wife's GP recommended my wife try it as she had an allergy to pads and tampons which made her life utterly miserable.
