no eyebrows for a month or two is punishment enough, there will be many many opportunities in the next couple of weeks where he will feel like a complete plank for doing it.

none, because they won't grow back properly, so he will have to live with this. As others have said those taking the mickey will be bad enough.

Shaving eyebrows are a part of growing up, he'll probably feel embarrassed now and I think that's punishment enough

Make him wear a pair of those Groucho Marx specs you get in joke shops. They come complete with thick eyebrows.
