Yes, however they are quite soft and pliable since the material from which they're made is cartilaginous and hardens later...
as clanad says, they are but they are not hard like adults. So it can be said that they dont have kneecaps as such until they are about 3 or 4 i think.
Babies kneecaps are made of cartilage, and so don't show on an xray.

They turn to bone (ossify) around 3 - 4 years of age.
