What powers do Councils have over landowners who neglect or despoil fields. I know of two acres of land ( a field ) that has never been used for agriculture for many, many years, instead corrugated structures have been put up ( now falling apart ) and household and industrial waste litter the site. What can the council do to get rid of this eyesore.
