Credit ratings (and thus 'blacklisted') are relevant to people and not to addresses.

If you have a clean credit rating and move in to somewhere where there was someone with a string of bad credit you will not be affected unless you have a very similar name and date of birth.

Debt is against a person not a property. A property cannot be "blacklisted" anymore.
