Depends on the tenants credit rating , if you have a poor credit rating they ask for a guarantor.

As above, it depends on the result of your credit rating.
Also bear in mind that if you are required to use a guarantor, they too will have to provide their income details and also pass the credit check, to show they are able to cover the rent, should you not be able to.
