we here that Barclays are to pay a fine of £290.000.000
so who gets this money, the treasury ? how do we know its been paid in? are the treasury accounts public ?

They asked me to give them my bank details but I refused.
Only about a quarter of the fine was imposed here, the rest was imposed by the Americans. The UK portion will be paid to the Financial Services Authority (FSA) and is used to reduce the levies paid by financial institutions to the FSA.
