But not all. If the service provider is a sole trader with a relatively small turnover he may not be registered for VAT so can't charge it.
As Bednobs states, VAT is charged on services, as well as goods.

There are special (lower) rates, or zero rates, for certain services (e.g. for the construction of a new house, or for making property alterations for a disabled person) but the majority of services (e.g. those provided by motor mechanics or gas fitters) are charged at the standard rate.
