I am on a low income (widowed mothers allowance) experienced some financial problems of late, I have some council tax debt carried over from last year + this years bill. I can't afford the payments they have requested but have offered to pay a weekly amount affordable to me that will clear the whole amount over a year which I have been paying for the last month. They sympathise with my situation but want the payments they request! Will the next step be court & will my offer be taken into consideration there? grateful of any answers

Are you sure you are not entitled to Council Tax Benefit?

If not, get advice from the Citizens Advice Bureau.
I got into difficulty with my council tax and had to go to court, the council wanted 40 a week off me and the Judge told them they were being unreasonable with my income and he told them he was setting the payment at 10 a week and the council had to agree. The Judges are kinder than the council staff believe me.

I would try to council tax benefit like Ethel says

Thanks Ethel & janiee, yes I do get some benefit & I've had some help with the CAB too, unfortunately they seemed to complicate matters. I am just writing a reply to the local council & agree with you janiee that if I am offering & paying an amount that will cover it all they shouldn't have a problem. So bring on the Judge! thanks again for your answers, they've alleviated some worry.
