can anyone explain why I coudn't exchange 10 x £20 notes for 2 x £100 notes in a bank where I don't have an account?

Maybe they were concerned the £20 notes were forged?

After all what better way to get rid of forged £20 notes than to take them in banks and get them changed for genuine notes.

If you did this all over the city for a day you could get rid of hundreds of pounds of forged £20 notes.

p.s. I am not suggesting they WERE forged, but that may be their argument.
Because there are no £100 notes?
If you are in England there are not any £100 notes.
bank will not do this in case it is money launering - simple as that. £100 notes exist in Scotland

The largest UK note is £50 , there are no £100 notes . I think Scotland may still have £100 notes though.
You've missed the point. Why should any bank with whom you do not hold an account provide you with any services gratis?

Given that it involves the bank in no cost, perhaps for goodwill/PR purposes?
1) it costs the bank money to transport money (notes and coins) to and from branches.
2) they don't want to get involved in anything that may be linked to money laundering, and if you don't have an account with them they don't know that you aren't involved.
Maybe the bank doesn't want to keep its own customers waiting while it helps out a non-customer. What would be needed would be for all banks to agree to help customers of other banks.
get out of the Bank you were blocking me from exchanging my notes.
And of course, if you obtain Scottish £100 notes they may be refused as not legal tender.
