New Contract

My daughter has worked for a Day Nursery since 21st April 2008. The manager has issued all members of staff with a new contract from 24th Nov. Under Salary she states "Your first week's salary will be held as a retainer to cover the employer's expenses such as uniform, key-cutting and payment for training courses. This amount will be paid to the employee upon their leaving the nursery if all contractual requirements have been met". I understand that often on starting a new job an employer will keep a week in hand until the employee leaves but can she suddenly do this to existing staff, some have been there for years. She is talking about taking the money from their Dec or Jan pay and would be around �150. No one has signed the new contracts yet.
