what medical practioner is responsible for the sectioning of a mentaly ill patient, Phsychiatrist or Phsycologist ??

Psychiatrist - and I think there has to be at least 2.

Psychiatrist, GP, Social Worker and usually a police officer. GP must be registered under the Mental Health Act.
