My 9 year old golden retriever has recently developed a really foul smelling breath. When looking at her back teeth, i've noticed that there is alot of tartar build up and some teeth have even turned green. Her gums around the teeth are also quite black. I'm worried that an infection will affect her overall health. How can i get rid of this? I can't really afford expensive vet bills so an at-home solution would be ideal.

Get a toothbrush and clean them. Asap.
Give her a big hard marrow bone or knuckle bone, or pigs ears to chew on to loosen the plaque. You can also get a homeopathic remedy called Fragaria, which is a tiny white tablet which you give every day for a month then once a week as a maintenance dose. The only cost about a fiver for 100, so one bottle will last for eighteen months.
You can ring the vet and ask for advice, or if you have a local PDSA then take your situation into account when charging for treatment. You run the risk in gingivitis and your dog losing teeth if it's not treated. Some pet shops will give you good advice too.

There's some info here which might help, or other sites there if you Google "dog tartar buildup"
I hope this helps

As Lankeela says, pop along to your local friendly butcher, and get a marrow/knuckle bone (dont give any other kind of bone as they splinter). Once a week for a month should clear her teeth of any tartar.
If you are concerned, most vets will do a 'dental' where a nurse will anaethsetise your dog and give her teeth a thorough clean and de-scale. Worth it to get her teeth in condition, and then use the bones tec. to keep the problem from recurring.
