Of course it does,I have been with many women that have told me embarrasing stories about "small" ex boyfriends.The person that made up the saying"its not the size that matters" was either a small membered man or an understanding(or lying girlfriend) You have to be of a certain girth and length to be able to hit the hot spots and work it good.Thankfully i have been blessed in this department,so much so that at a fancy dress party,i went naked ,painted myself grey,taped to big ears to my hips and went as an elephant.
