layers cut in hair

i have been growing the layers out of my hair, but i would like it to be thinned out abit or cut into a feathery style, its just passsed my shoulders at the moment, to get this sort of style would layers need to be cut into it again or can i have a one length feathery cut?

I think there is a technique called "whittling" (not sure of the spelling sorry!) where the hairdresser removes some of the bulk and the heaviness of the hair with a razor or sharp scissors. Just check with your hairdresser first, wouldnt want to be responsible for suggesting the wrong thing xx
