I have known a few alcoholics (addicted to alcohol. got withdrawal symptoms if they stopped, had the occasional bout of pink elephants) who functioned at their jobs, lived their lives and so on.

I think what this article is talking about is people who are not addicted but who drink enough to put their health seriously at risk. They aren't dependant, they aren't functioning alcoholics...yes, they are topers.

ok never heard the term, topers seems right.
