More like 20 years as a k reg was issued between Aug 1992-Aug 1993, unless it's now a "personal " reg plate.

How much? For a car that old it Depends on how petrol is in the tank.

If he's got his own number plate, he can move it to whatever car he likes, you wouldn't be able to tell the date from the plate.
