Skirt like a pelmet

Saw a young woman walking in the village with a skirt so short you could see her thong. Every few moments she tried to tug it down a bit...the skirt that is. My question is, why on earth would she wear such a short garment if it caused her embarrassment?

I'm not a female, so I'll have to guess at this one. (I've just asked Mrs. BB for her view, and she simply said, "She's thick.")
1. Somebody told her that the skirt suited her, so her vanity was flattered.
2. She saw a (static) photo of a model wearing one, thought it looked nice, but didn't realise that problems began when she actually walked about with it on.
