The criteria is Housing Benefit or help with Council Tax payments - do you qualify with the second, if not the first?
I am not decrying the Vets who don't do this but some will let you pay a bill off in weekly payments, especially if you can prove a good credit history.

It won't hurt to try.
RSPCA will help, you have to have proof of your benefit, phone the RSPCA and ask where your local clinic is, be warned you will have to be there early, and there is a small fee of I think was 7 they will do all they can for your dog, they were the last resort for us as we tried every one else going miles away from home to different surgeons, I did not know I could get help as I'm, registered disabled but there was nothing they could do for our poor lizzy she had to be put down on the 27th December 2008. Hope things go well for you, as I said RSPCA are great.
Personally I wouldn't touch The RSPCA, they put too many dogs to sleep that could be saved, I would go for the PDSA or Blue Cross.
Sorry I disagree they made us an appointment for the queens royal veterinary college in cambridge, now you can't get better advise and diagnosis than the people who actually train the vets we take our pets to.
This link will show you where your nearest RSPCA Clinic is:~

If you are in receipt of incapacity benefit then you must be in receipt of Council Tax benefit, therefore the PDSA will help. Do you actually pay council tax? If not then you must be getting the benefit.

The PDSA have nominated vets all over the country, you can find your nearest one here:

As well as the poorly dog, which you have good advice on it seemed to me that a benefits check for you and your husband would be a good idea . If you went to CAB they would check all your benefits and make sure there are none that you have missed. CAB are very good btw

Good luck with the pooch, if its still not clear or you need further advice come bact to us and we will have another think
