Is he a puppy? Its an extreme form of excited submissive behaviour. Try to greet the dog much more calmly even ignore it at first until it (he? she?) calms down and get visitors to do the same. Avoid picking the dog up and if it is essential, make sure that he/she has had a pee first. Cut down on the squeaky "oojee wooojee woo" type greetings as puips find these quite exciting. Mostlly dogs grow out of it but I have a friend whose bitch hasn't and he make sure she greets all visitors etc in their tiled hall!

My pups used to do it sometimes when they were tinier, I found it helpful to make sure that they had wee'd before visitors arrived or DH came home so at least there was no pressure on the bladder
