Has he always been left outside all day, or is this something you have just started? It may be a case of 'back to basics' or get him checked over by a vet - has anything happened that could have caused him some stress or anxiety issues?
Hi, how do you know he hasn't done anything outside all day? Like jules says 'back to basics' here! Encourage him when he pees outside....and ignore the bad!!! If you have had the time to watch him in the garden all day....then get out there with him! Play with him....ignore him....play with him and ignore him....and so on. And then when he wees.....PRAISE..... Puppies are hard work and you need to keep at it.

Good luck

Do you take him on decent length walks? Does he pee and poo on command? Spend a bit of time with him, he sounds bored and willing to do anything to get attention.
A lot of people leave their dogs outside all day thinking they don't have to take them for a walk. Is this the case? If so your dog needs stimulation and walks for exercise. If you walk him first thing when you get up that empties things for the morning, lunchtime if possible and evenings - that way his bladder etc. should be emptied. All my dogs in the last 30 years have been like this and not one has ever weed or pood indoors.
