Water/Pond beetles in brand new pond...

We have recently dug out a new pond in the garden. We placed the pond liner into the hole 4 hrs ago - and it is currently still filling up with water which will be left for a few days to check for any leaks. Within this 4hrs, dozens of pond beetles between 5 and 10mms have suddenly appeared as if from nowhere! I didn't think they could fly, but they must be able to! Will they be a danger to any future fish?

No I don't think they will cause a problem, you would have had them in there at some stage, usually introduced with plants that you buy, just be thorough inspecting plants before you put them into your pond and allow plenty of time for the pond to mature.
water beetles can indeed fly and are often one of the first bits of wildlife to find their way into a new pond.
