my puppies paw pads are all rough would it do him any harm if i moisturised them?

Please don't. Dogs do not need 'human' preparations, provided they are not actually sore or cut they do not need anything doing to them. Moisturising would make them soft and he might end up with painful pads if they are not up to the hard wear they are used to.

Gentle roadwork will harden them up (although not too much serious exercise until he is old enough - depending on the breed/size).
He's a dog, not a customer in a beauty salon! Besides, he'd only lick it off - I could only imagine what it tastes like - yeuuch!
There is a product called Paw Wax which I use occasionally in the winter...not to soften the paws but to protect them. Its made especially for dogs.
