speeding summons

What happens if no NIP is recieved for a speeding offence, only a summons 6 months later.

n.i.p. never recieved

Have recieved a summons for speeding, 37 in 30 area. They say the NIP was served by post within the 14 days, but I have never recieved it.....The summons was recieved 6 months after the alleged...
