Liability of Police for car damage.

My new car somehow had a drugs marker put on it in error and I was stopped by the police. My car was driven to the police station by a police officer and the windscreen shattered on the way. No drugs...

Why are some people always having bumps and scrapes but others not have a scratch all their motoring lives?

Is it bad luck or is it lack of awareness of what is going on around them, lack of anticipation, no road sense or a combination of all these? It cant be all bad luck.
