Cannot find server or DNS Error

what does this mean? when im happily surfing the net or on messenger or something suddenly my internet seems to crash citing the phrase 'Cannot find server or DNS Error' what does this mean because...

I believe that the imput voltage on an electric fence-the type that controls cattle etc-is usually 6 but does anyone know the output voltage when an animal touches the wire?
