powdered meat flavouring- meat or veggie?

When, for instance, packet pasta or soup or something says 'chicken flavourings' or similar - does this mean that it is just artificial flavouring and would be ok for veggies or does it contain meat?...

When a recipe calls for hand hot water, does this mean tepid, lukewarm, literally as hot as your hand can stand, body temperature...??? What?? thanks
