Why does the TV go blue?

Hi, I was wondering, you know when you change TVs to the AV (SCART) channel? Well is there a reason why there is a blue screen when there's no signal? I mean why isn't it red or green or something?...

Does anyone know how the InfraRed LEDs in remote controls (for devices such as TVs) work! I mean what do they vary for the TV to know what to do according to each button? Is it a different wavelength?...
