Although I admired the people rushing to help the man trapped under a bus, I would have thought its dangerous to ride a bike with one wheel.

Its a bit unusual, I agree but I'm not sure its a salient factor in the accident.
It's legal to do anything until Parliament passes a law stating otherwise. (OK, pedants will point out that there are also Common Law offences, such as murder, where Parliament has never passed such a law, but they're not relevant here).

So, since Parliament has never enacted any legislation relating to unicycles on public highways, it's perfectly legal to ride one there.
OMG there are twice as many deaths in people who ride cycles with two wheels !

misfeasance in public office ( taking bribes to give out telephone numbers whilst being a policeman ) is exactly that

( a common law offence )
