can i reject a formal offer from a mortgage lender (ie if i see a better one elsewhere) - or will i have to pay any fee? ( i assume unless i formally accept i am under no obligation)

Of course you can!
You're free to reject / accept what you like - you only have hassles if you sign a contract.
feel free to turn down any offer - as you would with any company that offered to sell you something, though as they will have done some work on it already you should certainly give them the opportunity to make a better offer e.g. tell them you have seen a better deal and will not require their services unless they can match it or better it... suprising how many companies are willing to negociate such things these days
