I remember reading a book which had this statement in the pref but can anyone tell me what specifically it related to?

'When those who make the law,break the law,in the name of the law,there is no law'....

It is Billy Jack apparently - but I dont know who Billy Jack is, altho I know he is not a well known legal philosopher

why do people obey the law
I wont say the subject paralyses me

But Kelsen and "Gruntnorm" which you can also look up,
is quite sufficient

Thanks PP.I have been reminded that the book I had read was actually 'Death on the Rock' by Nicholas Eckert and the phrase was used to highlight the hypocrsy of Margaret Thatcher and the supposed Shoot to Kill policy by the Sas.

The phrase must have already existed though according to your informed answer!
