yes is hydraulic fluid same as for the clutch if that hydraulic too
No. Use the power steering fluid specified for the model and make of your car.

Power steering fluid is usually a mineral oil as it has to lubricate the vane pump that drives the system. Dot 4 hydraulic brake fluid is a long chain alcohol which is why it mixes with and absorbs water. If you put it in your power steering you will probably get an expensive repair bill.
