When I'm uploading data to a peer to peer network, does this count towards my monthly download tally?

Yes. The download Tally is actually a bandwidth limit and counts both ways.

Yes, it does, for sure.

Last time I checked, on NTL your uploads were unlimited in terms of volume, though their upload rate is low compared to the d/l rate.
