Does the mother have to give concient if the father wants to sign over his rights to the child? Or can the father do this without the permission of the mother?

Your question is not clear. I would say a Father cannot opt out of parental resposibility and threfore the Mothers attitude is irrelevant. He can refuse to participate in his children's lives, but the law will force him to pay (hopefully) whether he wants to or not.
