It's the officer who claimed to have witnessed the Plebgate Incident, but obviously didn't.
I hope for his sake that PC Toby Rowland has got his own story straight......

so from the outset, even before the minister couldn't get his bike out the Police had planned to fit him up? Is that what you are saying? Only this particular minister or would any do?

Does it matter at what point they decided to fit him up? before, during, or imediately after the incident? I see no relevance to the seriousness or basic 'wrongness' of it.
