The US telephone system would probably automatically refuse to accept a call from outside the USA anyway. (UK 0800 numbers can't be called from overseas. I suspect that it's the same for US 1-800 numbers).

Hymie

A few years ago I had reason to call a 1-800 number in the USA. Prior to the connection being made, there was an automatic announcement telling me that the call was not free, and asking did I still want to proceed with the call.
