not sure if this would work, but if the material is just cotton or something, try putting them in the freezer for a few hours.

it may harden the tippex, but it won't affect the cotton. then you should be able to easily rub the tippex off.
try either tipp ex thinner, white spirit or nail varnish remover. All will thin down the dried in tipp ex, allowing you to rinse off. But test on the material first, as they may discolour some materials.
Take a pair of scissors and carefully cut all the way around the affected area. It really works!

Just had a thought, before you treat the area with thinners, take a permanent marker pen and put a large ring around the stain, then after youv'e washed the trousers, you can easily recognise the area and inspect it for any residue. To remove the marker pen mark, take the pen again, this time draw a bigger ring around the original marker pen ring and repeat as neccesary!

Seriously, try the freezing suggestion first, the thinners may damage the material, I know when I rubbed a small speck off of my wife's cashmere and silk overcoat with paraffin and a brillo pad she wasn't best pleased with the results.

You could wash your trousers in tipex. At least then they'll come out the same colour as the stain
