They do the rerun of The Bill on "watch" during the week. In todays episode, Jack meadow's goes to see an inmate in prison, a Scottish chap (he had ponytail and beard)

I cannot, for the life of me, think of his name or what he's been in. It's driving me bloody mad !!!

What time was it on
Try looking up the Bill on IMDb. You could perhaps narrow it down to the episode title if you can see it on wherever you saw it earlier today.
Imdb is down at the moment but the series was 25 and the episodes part 1 and 2 were called To Die For.
According to the 'Watch@ TV Guide, today's two episodes were 414 & 415

Steven G...that's the fella, thank you so much. His voice is very distinctive and i couldn't think for the life of me where i'd heard the voice.

However, he was the main building manager Gary Turnbull in the Cuba series of Auf Wiedersehen Pet.
