The root vegetables that take the longest to cook, am I correct in assuming they are put in the bottom bottom as that where the hottest steam is with the greens in the top section?

Yes. Root vegetables are quite starchy. I always prefer boiling them to remove as much starch as possible.
There is no "hottest" steam- it's all at 100C.

Quite right gingejbee, my apologies, I meant where there is more steam at the bottom.
Yep, things like carrots and swede at the bottom, greens and broccoli etc at the top.
