why did he not get a fixed penalty ticket,he of all people could have put a BLUE BADGE on the windscreen???

Fixed penalty tickets are not issued on a private car park.
These Posh Tory Boys reminds me of a line from an earlier episode of
Downton Abbey.

They are all sitting down to dinner, done up like dogs dinners themselves and someone mentioned somewhere they they were going away for the weekend.

A lot of people who have access to a blue badge think it's alright to use it even if the disabled person isn't in the car with them. The excuse being oh well i'm doing their shopping or picking up a prescription for them. No, that's not how they work! They are either thick or more probably devious. People will always abuse well intentioned benefits.
mickey, people of all hues didn't really have weekends, that is a fairly new concept. Many worked saturdays, so how would one know what a weekend is. And many now work saturday and sunday, which was once a day of rest for most, not all, because after all who cooked the dinner.
