what colour clothes are good for making pale skinned people look like they've got more colour in their cheeks?

Pastel shades work best as there is greater (positive) contrast between the cheeks colours and the clothing than there would be with between bright colours and the skin:

Warm colours like peach, reddish brown, deep red, possibly soft lime green -- not grey, black, purple, emerald. Also use some blusher!
