Hello, I know I've asked a question before about pets being allowed in flats that you buy - but now have a slightly different question!
What about houses which have been converted into two flats, ie one up, one down - but have a communal front door. The entrance lobby (if you can call it that) is tiny before you have your own front door inside (if that makes sense).
Who would be in charge of that tiny lobby and who would say if pets are allowed or not?
If it's not already in the hands of a solicitor, then yes, speak to the estate agent, especially if it's a deal breaker, no one wants to waste time and money on an aborted sale.
If you are in a flat in a house it's likely to be leasehold - do you own the flat? If so it will have been in the sale documents about who the leaseholder is, and the terms and conditions would have been part of the sale.
Estate agents quite often don't have a copy of the leasehold, you get that when you engage a solicitor - but there's no reason why you can't ask the estate agent to obtain a copy from the seller if the answer is important to you. You may also find that you can download it from the land registry website.
