There is no difference. Anyone can call anything "medicinal", it doesn't mean it's effective, or even good for you. But it gives the impression that it is a Good Thing.

Prescription drugs have been tested, though, and have (varying) degrees of evidence to support their use. A lot of them are derived from various sorts of plants, where those compounds are beneficial. Aspirin and digoxin are the best known examples, but there are others.
