Can anybody tell me the occasion when a french person would wear Blue Cornflower. Is it a national day or the like?.

It is the French equivalent of the Flanders poppy. It is worn in remembrance of war dead on 8 May (end of war in 1945) and 11 November (end of war in 1918).
