No, put it into the rental agreement.
No, when I rented a house I had to look after the garden myself.
It is up to you. Whatever you decide goes in the agreement with the tenant.
When the house over the road from me was rented out the new tenant had the option of paying extra per month for garden maintenance. They didn't accept it, apparently it's a mess now.
Generally the tenant would be expected to keep the garden neat and tidy, they wouldn't be expected to spend hours maintaining your perfect flower beds (if you have them) (as other have said, this would be covered in the agreement)
my husband gardens for some landlords and the tenants pay (in part) for him in the service agreement! just make sure it is all noted in the lease!
