...which shows a woman who couldn't fulfill her athletic potential because of lack of funding. It it her daughter or granddaughter who does eventually compete thanks to lottery funding?

I thought that too, but the time scale seems wrong. The mother, as a child, sees a civilian biplane flying overhead at one point. You'd think she was born in the 1930s rather in the 1950s, which you might expect of the mother of a present day athlete.
