E-bay/Paypal advice needed

Hi I'm completely new at e-bay and have just set up an account, i've then set up a paypal personal account.
Do I need to verify a bank account before I can start selling on e-bay or is it ok for them just to have a visa debit card number.
Also does anyone know the current fees for the personal account reather than the premier account or are they both the same?

Paypal usually deposit two small amounts in your bank account and you have to verify them with Paypal before you can use your account. Not sure about fees as I only have a personal account.
