Seen a meal deal...£28 al a carte menu.
However it says "average £28"
So is it 28 for the food or not!!?

But that takes away the convenience of booking on-line in the first place.
Yes, you could be charged more than £28.00, but you/we would need to see the menu. Personally, I don't think you would benefit that much, unless you opted for two instead of three courses.
These 'lastminute' deals normally only work for holiday or hotel bookings.
