A couple of weeks ago I purchased a tour packages for myself and 6 friends for a rugby match in Cardiff between New Zealand and Wales. The tour company we booked with failed to provide tickets and we were told we would not be getting into the ground 15 minutes before kick off.

2 weeks later we are waiting for our full refund which was promised by the managing director. I spoke to him last week and he said we would have our money back by Monday 14/11. I called him again today and he said that he can't pay the money back until the supplier he paid pays him back.

I smell a rat and I doubt we will ever see our 109

What rights do we have and what action can we take to ensure we get our money back?

Unfortunately I paid by bank deposit into their account.
You are entitled to a full refund plus compensation for any travel expenses you may have had in getting to Cardiff. Your local Trading Standards department or the local CAB can give advice on making a claim through the Small Claims Court.

Alternatively, contact the Trading Standards department for the county (or metropolitan area) in which the company is based. They will know whether this company has previously been complained about and may be able to put some pressure on them to secure a refund.

My wife was going to buy me tickets for that match (glad she didn't, depressing result) but when I saw they were 130 quid I smelt a rat straight away. These people are just online touts.
Maybe you should tell him you're in discussions with the BBC Watchdog programme and that they will be in touch with him shortly. The possible thought of the adverse publicity might concentrate his mind!
