They have a fixed revenure/income coming from TV License payers, so that means they're aiming to get to get top viewer ratings 'simply for the glory'?

i would guess that they are under scrutiny from watchdogs and if the standard slipped they would get a kicking !

I am sure it's much more complicated than that. They sell many programmes and programme formats abroad. I expect the BBC website will tell you about it:

well i guess if everyones watching bbc then itv n c4 etc. cannot charge as much for advertising, then have less funding to make/commission programmes, so potentially making even more rubbish programmes n so the downward spiral begins
